3.7 VMC vs IMC

7.1 In deciding whether compliance with IFR is required TWR shall take into account the official weather observations.

7.2 The ATZ/CTR will be declared IMC when the ceiling drops below 1,500 feet and / or the horizontal visibility below 5 km.

7.3 APP shall declare a CTR IMC, when any portion of the zone is IMC even though VMC may prevail at one or more of the aerodromes in the zone.

7.4 When APP declares the zone IMC, APP shall be responsible for informing the TWR(s).

7.5 When IMC prevails at an aerodrome the TWR shall :

  1. Hold all departures, apart from those already cleared under IFR, until SVFR or IFR clearances can be issued.
  2. Recall all VFR local flights unless IFR or Special VFR clearances can be passed to them in flight.

7.5 When the weather conditions have improved to the stage that compliance with IFR is no longer a requirement, TWR shall inform APP.
